Everytime I try to see who is the builder, the traffic is too heavy and I can't see it. I think the sign lists "USC...." , but I can't find out anything on the web. And you're right - Spring Valley lost something upwards of 80%ish of its business tax base when TxDot came through. I know at the time there was much discussion of how high the taxes would have to go to cover the loss but don't know what the out come was.
